concrobium is the best product to KILL mold spores in paint/concrete, etc., but you need to find out where the moisture is coming from ... you may need more than to just 'clean' --- better air circulation, dryer atmosphere, be sure walls are not wicking moisture from the ground around them ...
Before removing you need to find the reason why the area is molding in the first place so you can rectify the situation to prevent recurrence. Are there foundation or roof leaks? I would have a consult with a mold remediation company or licensed contractor first, but don't wait! Call someone out this week and keep family and pets out of the area until it can be properly assessed. If not addressed, it can spread throughout the entire structure, be extremely costly to remediate and can cause a host of health problems that make you, your family and pets really sick.
