You might start with a heat gun that has multiple heat levels to try. And a 5-in-1 tool to get underneath the tile and pry it up.
I laid tile on top of tile on my basement floor. I was strongly advised to clean the surface of the old tiles with rubbing alcohol and to wipe dry with paper towels. That worked well except where there was moisture intrusion.
