How do I get the rain garden the builder put in to function properly?

As part of our new home, the builder had to put in a rain garden as required by the county. What they put in has never drained and now looks terrible. I'd like to fix it up so it looks nice and works as desired.

    Ron...I would go back to the builder! unless you feel the time lapse has been too long that is. If it has never worked properly I would think maybe it was not done correctly. I believe when you pay for a service it should work well! Good luck!

    I would check back with the builders no matter what, since they deal with installing them, they may know what you can do if it has been too much time past for them to fix. They may be happy to pass on the information you need to fix whatever is wrong with the rain garden.

    You should call back the installer and make him go good for the installation so that it works properly.

    I agree the others, but not knowing what problems you are having, we can only speculate. Do you have problems with drainage, bugs,weeds,other animals tearing it up, just so we know what the rest of the story is!
