First before resurfacing, try baking soda to a wet tub surface, then spray with vinegar and let set for about 30 minutes. Wash out with water. You can repeat as many times as you think necessary but if you are not having any positive results, rethink your strategy. Consult with a plumber or someone at the hardware store. It might take consultation with several people at stores. As we know some are dedicated to their work while others just work there. What is the substance on the tube? It looks like rust and another substance. I know rust remover works but be very careful after using it and wash it down as using to soon can send you to the emergency room for burns to the skin. Very uncomfortable. I use lots of baking soda and vinegar for my household cleaning and have not found anything better so far and I have used many other products. One of the pluses is the avoidance of strong odors that can be harmful to our bodies. Good luck in your endeavor. Also try baking soda and hydrogen peroxide. This sometimes works well. Works great in cleaning a mattress although that is an entirely different material. Just a little extra information there.

I also saw on HGTV a resurfacing kit that can be completed by the lay person. Directions with it but you need to close off the room for about 24 to 48 hours.

      Baking Soda

Get the gunk off old enameled bathtubs and sinks by applying a paste of 2 parts baking soda and 1 part hydrogen peroxide. Let the paste set for about half an hour. Then give it a good scrubbing and rinse well; the paste will also sweeten your drain as it washes down.

      Oven Cleaner

Got a stubborn stain or ring around your white porcelain tub that refuses to come clean? Call out the big guns by spraying it with oven cleaner. Let it sit for a few hours, then give it a thorough rinsing. Warning: Do not apply oven cleaner to colored porcelain tubs; it could cause fading. And be careful not to get the oven cleaner on your shower curtain; it can ruin both plastic and fabric.

      Salt

Yellow spots on your enamel bathtub or sinks can be lessened by mixing up a solution of salt and turpentine in equal parts. Using rubber gloves, rub away the discoloration and then rinse thoroughly. Don’t forget to ventilate the bathroom while performing this cleaning task.

      Shampoo

Need to do a quick tub cleanup before guests arrive? Grab the handiest item — your shampoo! It does a great job on soap scum because it rinses clean. You can use it to buff a shine into your chrome faucets as well.

      Vinegar

Put the shine back in your porcelain sinks and bathtubs by giving them a good scrubbing with full-strength white vinegar, followed by a rinse of clean cold water. To remove hard-water stains from your tub, pour in 3 cups white vinegar under running hot tap water. Let the tub fill up over the stains and allow it to soak for four hours. When the water drains out, you should be able to easily scrub off the stains.

I don't mess around with this. I use a soap scum remover such as scrubbing bubbles or lysol power bath. Spray it on, let sit for several minutes, and then gently scrub with a nylon scrubby. While it is still wet, reapply and scrub some more. Rinse. This will take practically anything off porcelain unless the surface has been etched. Once it's back to clean, use it weekly, but you should just be able to wipe it off with a damp rag and rinse.

FYI - most of the above suggestions involve an acid clean. Soap scum needs to be removed with an alkali.

First try a rust remover, then use a magic eraser and then some sort of paint remover. Good luck!

Salt and lime juice will remove rust. Don't sand it. Sandpaper will scratch the surface. My vote is to have it re-glazed professionally. They will make it look like new. I have seen this several times on HGTV and they always look beautiful. Good luck.
