how do I clean the wax and finish off of old dresser top would like to chalk paint the bottom but leave top with stained wood look

Try a solution of warm water, baking soda and vinegar and be sure to dry it well after.
I tried water and vinegar and got a lot off but need to go at it again will add the baking soda, thank you
