Cut a hole in the seat and put a plant in it.
You could place plants on the seat and tray and fashion a board across the bottom with more plants if the chair has rungs to hold the boards.

Someone is always looking for a good high chair, or even a spare for a grandparent's house. I would clean it up and sell it.
