I haven't seen it. What page did you get it on? Maybe your computer isn't saving the cookie so it thinks you're a new visitor?

Popups make money for the site. You need a popup blocker or enable one in your browser.

Your browser should have a popup blocker in the settings under privacy/security. Enable the popup blocker. I have mine enabled in Firefox. No popups.

What contest thing? I don't get popups on my computer, but I use a Mac so maybe that's why?

Try going into your settings and clearing your history and website data. I have an iPhone and have my block popups enable but still get this annoying message sometimes. The only thing that has helped me is to go into my settings and clear the history and website data.
