Here in zone 9 and 10, we just deadhead when bloomed out and trim any dead bits when necessary for continuous blooms year round.
Yes you can cut it all the way off Don't go all the way to ground leave about 1ft. use a pruning saw and cut thru mass make sure it is sharp,smaller plants varieties use super sharp lopping shears or pruning shears for even smaller ones. It will take about 2yrs for it to get mature enuf to rebloom make sure you water it well & fertilize it and maybe you can get blooms next season.
