I saw it on here. Look for the bedroom floor makeover with paper bags. Seems to work good on low traffic rooms that doesnt need mopping but not so much on heavy traffic areas like kitchen, baths and family rooms. The project was for a guest bedroom.

Also, if you enter your question on youtube.com their are several tutorials thee to watch to get the idea of how to go about redoing your floors with paper bags or paper rolls from an office supply store...they even have white!
