Once established it's really an easy plant to grow outdoors.
I also found that planting in the fall instead of the spring was a better time of year to get it established.

What zone are you in? I have never been able to grow inside ever, and I can grow almost anything . . . Outside, in ground they grow like weeds for me. I an in zone 9/10.
Variety "ARP" Rosemary grows in zone 5 and higher, as a perennial, it needs minimal water, very good drainage, and does phenomenally near walkways.
Make sure your top soil contains perlite, or use a grower's mix. It requires full sun, to thrive, and space in which to spread. Mulch the ground, but keep mulch away from center stem. Adding more mulch for winter increases survival.
