You can pour vinegar in the tank and let it sit for 30 minutes. Just make sure that you completely flush it afterwards so none is left in the tank.
Depends on WHAT is material causing the dirty tank. Iron, hard water, something else?, In any case I would brush everywhere first. All the flushing parts and the inside of the tank and flush it out. Then the above suggestion with vinegar, MAY help. Again, depends on WHAT you are trying to clean out.

Toilets - Why Clean the Tank?
I use 4 denture cleaning tablets in the toilet bowl and 4-6 tablets in the tank. I usually do it at night and let it sit overnight and it works great.
