How do I stop my basement walls from weeping?

I have what looks like dry lock paint on my breeze-block basement walls. There are small leaks trickling through. Not enough to flood but enough to be a damp annoyance. Can I put hydraulic cement over the paint or do I need to remove it first?

  • If it were me, I'd start outside. Instead of trying to stop the water at the last point of entry... stop it before it gets that far. Why is there water there? Is the landscape sloped in towards the house? Do you need gutters? What do you need to do outside to divert the water?

You could try just putting a lot more drylock over it. Outside you might need to have some fill dirt brought in to get a good slope away from the house. Make sure you don't have a bad gutter or downspout dumping water on to that area.
