For the general health you could place banana peels around the base and dig into the soil. For bugs, you can spray with a mix of 40 parts water to one part liquid soap, not detergent. Do not spray in the hot sun. Keep the plants watered if you are in a hot location. There are also commercial fertilizers for roses. In the Spring, cut back dead branches and thin out the center so the air can circulate throughout the plant, which will also help to deter the bugs.
Full sun,don't water on leaves-roots/base only,give them bone meal,prune regularly,dead head them to promote blooms,don't deadhead them in fall let them form the hips & die back naturally this helps them to get ready for winter weather.Buy Live Lady bugs for them to control aphids.Give them lots of good organic mulch in winter(cow,chicken,rabbit type fertilizers) and lots of leaves covering them in mound for winter.you never said where you live?
