How do you prevent small gaps in a concrete bag wall?
I would like to make a concrete bag wall about 12 or 14 inches high down the side of my carport and extending along the drive for 3-4' to divert the water that flows down from the neighbor's house. (This was not built by them and the builder is worthless.) I think about 3 bags high would be sufficient, but how do I plug up the little gaps where the bags join or does the concrete mix shift to fit the space when it gets wet? This seems to be a simpler, quicker way to divert the water than going through the hassle of using cinder/concrete blocks. However, I am definitely not a builder and am open to suggestions.

Never heard of a concrete bag wall. The concrete needs to be mixed with water to build/repair anything. Go with either concrete block or landscape blocks.
Process is to stack the concrete bags, Wet them down to saturate the bags. The concrete should "slump" to fill any spaces. Once the concrete hardens remove the paper or burn it off. That is a lot of concrete.

Water intrusion from a neighboring property is technically against the law. I would approach your local municipality with lots of photos and let them be the bad guy.
If you want to do a concrete bag wall, you need to follow local Building code, typically anything over 3 feet requires footings and a permit for safety reasons. To avoid gaps the bags need to be offset.
