Hi Annie, some people use a garden hose, I've used string in past, but its a good place to start by "drawing" out the shape of the garden on the ground first. They you can get a good idea of how big you want it and where.
When it comes to the types of plants it is really dependent on where your Zone is. if I was doing a heart shaped garden I would focus on perennials that would take turns blooming throughout the spring to summer to fall.
A nice little ever green hedge around the outside of the whole heart might look nice too.
Regular shaped garden then use a stringed light set to make a heart shape. Succulents (some are heart shaped) would be cute. And of course the old stand by of pink or red roses or carnations.
Either dig out a heart shape area or place containers in heart shape and fill with red petunias maybe outline the heart with white ones. Do you want it to be permanent? Where do you live? How big? In the sun?In the shade? In ground? Dig out heart shape then line with rock, use a mixture of all red perennials & annuals for year round color if you need more info. on actually installing an in ground garden let me know if you don't know how.
