Now, recovering or slipcovering.
If the wood and foam is in good shape, other than the burn holes, and you don't want to wash the new cover, just wrap the cushions (and arms if removable) with upholstery fabric, fold the corners in attractively and stitch along the edges with a sturdy yarn or buttonweight thread. You may need to pull your needle through with pliers; it's completely ok to catch the old fabric. The base and unremovable arms are probably most easily done by wrapping in newspaper and carefully pleating and cutting for a good fit. Using these "patterns," cut out your fabric, fold to fit and stitch together on the loveseat as described for the cushions.
Depending on how much fabric and foam you need to replace, this might be a job for a pro.

In addition to he burned areas you could add additional "patches" so it looks very intentional. It sounds as though you may be in a dangerous situation if this is continuously happening.
Because you're dealing with a careless smoker, your filling and fabric should be treated with fire retardant. I'd secure a smoke detector very close to this furniture, and keep a fire extinguisher close by.

I would just go with a slip cover! You can purchase one off of Amazon and not spend a lot.
