Need it to come out from wall have storage space under high enough for barstools use use large dresser??

Using a Dresser as an Island with Cabinets requires over 80 pieces plus modifications to the Entire and Frame that are way beyond scope of any Practical DIY to extents that even if your expectations are Low, after all is said and done you say either or all of:
A. If I would have bought some extra wood for a Top, I could have Built the Entire, as alike a Kitchenette with a Hutch and Not Even Used the Dresser.
B. I should have bought one for $560 instead.
C. It looks more like a DIY Desk in the wrong room than it looks like an Island.
D. If I attached two Half Tables to the Wall with Heavy Duty Hinges it would have cost Less, been much Simpler and Safer and Freed up a Budget for a New Kitchen Table to Replace the one I used.
E. It looked better as a Dresser.
To keep any carpentry DIY in perspective it is always best to look at All the Products available, rather than only look at a Budget you think: might Cover the expense.
Expense Increases when you alter the design midway due to a Snafu or Catch 22.
I can assure you it is much easier to just use Ball and Pin Hinges to Hinge to Studs any Two $350 Rolling Microwave Carts that you buy, than it is to Fully Reproduce those Items to similar degree of Quality Craftsmanship in any Budget that Substitutes a Dresser for $112 to $140 of Extra Cash to keep the Budget Under $488.
At worst, the Dresser Serves a Purpose as only 4 quantity 2×4×36's and saves you a whole $12 for alot of work. At best it has Paneling on all Sides of those 4 and may save you $50 on Wood for use only in the Interior, Exclusively.
Thus you need to research Quality Craftsmanship that are available at retail to place into perspective what you should expect to spend.

Kitchen Island From a Dresser
My sister did this year's ago . She went to a cabinet outlet store and bought 3 cabinets for a great price ! 2 of the cabinets just had doors , with shelves inside , she put them back to back with one side against the wall . The third cabinet that she placed on the other end equalled the width of the 2 back to back cabinets , that cabinet had a few drawers and cabinet space below the drawers wear she put in a slider rack for her garbage can ! Then she ordered a Formica top that overhang on the back to back cabinets to give seating area that still a could fit under . Good luck!

If I am understanding what you are saying, the island itself needs to be mobile, which means adding wheels. Attach a piece of 5/8 or 3/4 plywood to the bottom of the dresser, add heavy duty locking casters to the bottom of the plywood.
