Hi Joy! A raised bed or container would be a great idea. Use some good quality potting mix, and be sure the container is large enough for your plant. As far as the raised bed goes, you could make it out of rot-resistant material like cedar or cypress or use a container like an Earthbox. Good luck!

A raised bed is a great idea, keep in mind tomatoes need good soil depth for their root structure, think of how deep you would have your soil for carrots.
If you decide to plant your tomatoes in a container, the same rule applies. For these I would suggest determinate plants-which are designed to grow in a limited space, such as on a patio or a deck. Typically they are called "bush tomatoes", some names of them are Small Fry, Cherry Grande, Patio, Better Bush..to name a few.
