If you want to get rid of them, you will need to remove also the roots and for this the best is to dig it out
Looks as if winter and cold temps have shut this plant down for the season! I would take a scissors and trim it right down to the ground. It will regrow in the spring.
we have ours trimmed down to about 6 inches every year and comes up tall as ever in the following Summer
Linda, If fountain grass wasn't so beautiful all summer and fall I would get rid of mine. We don't cut ours off until spring, so right now ours looks just like yours, A big mess that's hard to take care of. We have tried many things, and the best result we have found is tying a rope around it about 6" off the ground then cutting it with the loppers or electric clippers. I hope this helps you!
When be landscaped our new house, we put in Pampas Grass. So pretty for five years. It got too big for the space. It was very hard to cut. The grass cuts you all up. We tried burning it. Finally we hired a landscaper to pull it out roots and all.
Using scissors is an inefficient way of cutting back this type of plant.
Use proper gardening clippers or gardening sheers to do the job the right way , and, save your hands at the same time.
You can use manual or gas hedge clippers. You will frequently have to un-jam the gas clippers. My parents had a lot of pampas grass when I was growing up...I hated that stuff, it would cut you up and would also be full of fireants.
