are there any suggestions on how to make an easy small coy pond ? I have a hard plastic liner

The hard plastic liner may not be deep enough. If it freezes where you live, or snows, it needs to be much deeper for Koi. See this:

You could just dig a hole and place in the hole fix the dirt so it lays the way you want then set it up
