Try Barkeepers Friend cleanser. If that doesn't work, try filling with water and dropping in a couple of denture cleaning tablets.
Hi. Put half a cup of white vinegar in pan/pot, fill with water and bring to boil. Allow to boil for 5 minutes. Remove from stove and dump water. Allow to cool slightly and finish cleaning with baking soda. Wipe clean. Allow to air dry before storage. Good luck.
If they're tomato-based, the acid in the tomatoes etches the ceramic finish. If they're grease and tomatoes both, I would add a few drops of clear detergent to this mix:
Since it's for food use, the only "bleach solution" that I would use is food grade hydrogen peroxide and you can buy it a health food stores. This is what food and drink manufacturers use to clean their equipment. It's caustic at high concentrations and you must wear rubber or good latex gloves. It does not "stink" and it rinses clean.
If it's 30% grade, you'll need to dilute it to about 15% or less. I would cut it with 3% cheap hydrogen peroxide. Cover the stains with about 1/16" or 1/8" of the solution and let make sure there's no air bubbles and let it sit at least an hour.
This worked very fast on my antique "checked" china coffee cups and not as quickly on the meat platter (the difference was the meat-oils).
Ceramic frying pan is easy to clean. Just use warm water and dishwasher. If your ceramic pan is more dirty use baking soda to clean it.
