Looking for ideas on how to create a Plantation shutter look without the high cost of ordering custom wood shutters.

I couldn't find a way for you to have the look without using shutters - you could buy unfinished ones and paint them yourself (Home Depot and Lowes have them ) or look online for cheap ones. We have faux wood blinds that are 2 inch instead of the thin looking ones
Try Habitat for Humanity if you have one in your neighborhood. I have seen them in my Habit.
Look up images for shutters from reclaimed wood pallets there are some that you might like.
