Check with your local nursery. Most bulbs are planted in the fall unless you are talking about bulbs you removed in the fall for storage.
If you're referring to Summer bulbs, your ground temps need to be above 50 or 60 degrees F, dependent upon the bulb. Your bulb supplier should provide specific planting dates for your region.
