The coating has chipped and now the brass is tarnished?
If so, Brasso the tarnish. Wipe clean with alcohol, and hand paint with non-yellowing clear nail polish.
The chipping you see is probably the varnish they use coat the brass so it doesn't need to be polished. I would try smoothing out the flakes with a damp scrub pad (used for Teflon pans). Dry it well and use a rag or small brush to add varnish in the affected areas.
If it’s brass it not chipping it’s tarnished try brasso cream cleaner it cleans brass great
