Rough up the surface and then use an "all surface" spray paint or paint for plastic from Rustoleum. Should work well.

Scuff up the surface with 220 grit sandpaper. Wipe down with a damp cloth. Prime with Kilz primer then paint your color. Seal with three coats of a water based polyurethane.

Try Annie Sloan chalk paint or Amy Howard Rescue, Restore paint. If I had to pick one for the laminate, I might go with the second.

For laminate, you'll for sure need a good bonding primer, even if you're wanting to use chalk paint to paint it. KILZ is great, and so is BIN Shellac based primer. So I would scuff sand, then prime, and then paint. If you use chalk paint, I would seal the paint with Varathane Poly instead of wax.
