Power wash the deck with Thompson’s deck wash let it dry completely then stain or varnish what ever your doing to it
Re-do, as in what? If you’ve rotten wood, damaged boards and damaged under carriage, then this is a job for a pro.
To get competitive bids, go to your city building department and get their Prototypical Specifications on Decks and Balconies. That will be well worth your time.
