Hi Linda, if you mix polycrylic with you paint it will give a glazed look. If you want it to look like a tint add less paint to the poly and if you want it to more opaque add less. Just make sure to use water base with water base and oil with oil.

Use Acrylic paint.......
paint with what ever color you want and what ever paint you want. Then seal with numerous coats of polyurethane in a brush on or spray.
if you are painting terracotta / clay pots they must be bone dry and free of any soil/dirt. And once painted they will not 'breath', so you may be limited as to the types of plants you use.
