You should cut strips the width of each slat and glue each piece separately. I would test a small area first though since the decoupage glue may prevent the smooth flow of the roll top.
Waste of time cutting strips for the roll top and trying to get the perfect. Apply your decoupage over each slat and carefully use the handle of a butter knife to press it in the folds.
Yeah why not. Add you paper to the slats, press it down good all the way to the edges then take sandpaper and go back and forth over the edges to remove unwanted paper from the grooves. I wouldn't press it into the folds, it might be too thick and then the roll top won't roll. Try it and experience with it first before you do hog wild.
Get yourself a painters sand block they are cheap and easy to work with it. Lowes, Wallmark, local hardware store, ect will have them.
