How do I start seeds?

I've tried last few years to start some different seeds outside in good soil, good sun, and good water, no weeds. I know it's not too early because I've tried only in summer. I can try inside, but was hoping not to take up extra space in house.

    I live in NE Pennsylvania, so I always start them inside. All you need is an enclosed porch or a windowsill. Last year I started them in planters and used them for containers outside once the flowers bloomed. Not practical for most vegetables, but, some can be grown in containers.

    Make a cold frame with old windows and wood from pallets. This warms up the soil but on warmer days be sure to open up a bit so you don't cook your baby plants.
