I think ivy is real tough and is hard to kill. I would think that you can do it at any time and your method of trimming would depend on what you have available. I would use a grass edger that I have for trimming grass at the edge of a sidewalk.

Ivy is really hard to hurt. Really invasive plant. Trim it to what you need :how long do you want the trailing vines? how thick do you want them? better get something really sharp especially if they are woody stalks/vines. you can either blunt cut it(not so pretty but easier)or use pruning shears tipping the ones that are too long and then just thin some of the others out by removing them I'd remove them from the underside.Anytime of year as I said very hardy /invasive;of course if you do it now it will sprout and cover better if you are blunt cutting the ends.

Cut away. It will grow back like crazy.

Cut it whenever you feel like it. It never dies.

Thank you for all of your wonderful answers. I do have a pretty heavy duty gas hedge trimmer. If not, I do have heavy duty had held shrub trimmers. I was just nervous to hurt it because it is 60 + years established and clearly imbedded into the wall and holding up quite nicely.
