How to grow red bell peppers?

How do you grow Red Bell Peppers? I've tried for years and harvested very few. What should the PH be and what type of soil works best? Can I use the seeds of one that I have bought. Starting a new raised garden this year.

You are being too fussy. And likely starving they with an all water diet. They need manure. Plants eat what we do not. Instead buy 10 bags of manure, plant 4 in each bag, and reserve 2 to 4 bags for mixing that with 32:8 water.
