What color should we paint the shutters and the porch?

Debbie, no not really. They will need to be washed fairly often. Eventually the uv light will deteriorate them and they will need to be replaced
Debbie.... have noticed some fading if they are very old and a really dark color but I agree that heat and sun will eventually cause them to crack and break sometimes at a touch.
UV light will fade them before they break down. Many have painted them using spray paint for plastic. Krylon fusion is a good one.
We have had ours for 17 years, they are black. All we have noticed so far is they are fading. Will replace if they get damaged. May try paint if they are still structurally sound. Hope this helps. It’s about choice 🤔.
