Work the seed into the soil. Cover loosely with hay, dry pine needles, peat moss, etc. They still get some but not all.
You don't, that's why you overseed. Did you cover the seed with anything? Here are things you can try.

I cover mine with a sheer thrift store curtain.
Your local home improvement store should have mesh nets in the garden department. I’ve used one and it works great.
