Using a steam iron might loosen the paper so you can pull it off.

Carving the wallpaper with an old fork makes the steam even get deeper.

I use Dif wallpaper remover with hot water and spray on with bug sprayer or spray bottle. Let it long enough to loosen paste, use a putty knife at seem and scrape off. Keep it wet and scrape off

There are wallpaper solutions sold at the store too. You will need to get one of the scoring tools to poke a lot of holes in the paper for the solution to soak in and start de-activating the glue. The tools are cheap, look like hockey puck, and there are a couple of wheels with spikes on them.

I've tried a multitude of methods and this is the best method I have found.

Peel as much as possible from the walls.

If you can't get to the backing, you may need to score the paper with a tool. Paper Tiger is easy to find. Light pressure because you don't want to damage the wall behind the paper.

Mix 50/50 fabric softener & warm water in a spray bottle or garden sprayer. I've read that vinegar is as effective but I have never used it.

Allow the mixture to sit for 5 - 10 minutes so that it saturates the adhesive on the paper backing.

Scrape with a plastic scraper.

Once it is all removed, wash the walls with warm soapy water (blue Dawn is my go-to) and a microfiber cloth.

score your wallpaper with a scoring tool. Spray heavy with downy water, let sit for 10 minutes. Using a sharp scrapper scrap right off. I just did the border in my bathroom this morning and it took maybe 45 minutes. The main thing is scoring through the front of the paper so the water can get behind it to the paste.
