we have a new little puppy, what is the best way to get pet urine and the smell of it out of the carpet, without replacing the carpet or taking it up,

Check with a pet supply store for products. I would try baking soda or salt to absorb the moisture. Take puppy outside after each meal, after it drinking water, and often until it is trained to go outside to pee. It only took a week to train our dog.
An pet odor enzyme cleaner is the best way to get rid of the urine smell. It can be found in the pet section of stores like WalMart, Menards, Lowes, etc. Nature's Miracle is one brand. If you have a carpet cleaner that also helps. I use my carpet cleaner to rinse the spots the next day. Follow the directions on the enzyme cleaner bottle. It works!

There are commercial products that completely remove the urine odor. They have an enzyme in it that works well.
In the meantime, teach your puppy to be crated and take the puppy out every two hours. Reward him when he pees outside. Take him out 20 minutes after he eats so he can poop and reward him then. Do not punish the puppy after the fact as he does not understand.
