Hello Ernie! If you are talking about mulch you don't have to remove the old. It will decompose under the new and add to the soil. If you have lots and lots of old you can remove some of it if you are worried about covering it all with the new.

Only if it is moldy. If not just add more to freshen up. I live in a very dry climate and new in spring and fall.
