Here's a video tutorial using household items: https://wonderfuldiy.com/how-to-cut-wine-bottles/

Or you could try this inexpensive glass cutter: https://amzn.to/2FbN6KY

This is not as easy as you think. You can get a diamond drill bit that you can use with a drill but the problem is that you have to keep it wet and use a coolant at the same time that you are drilling otherwise you can wear out the drill bit very fast... And maybe that isn't an issue for you to use it once and be done with it. I do stained glass and have a glass grinder with diamond drill bits to make holes in glass. That grinder has a pool of water in a chamber that is constantly in contact. I add a coolant to the water in the chamber below to help save my diamond bit because they are really expensive. It will take a while to get through a pane of glass grinding a hole through.....so a wine bottle will take much longer and if it wears down the drill bit faster than you have made a hole through the bottle, then you will need another bit. I hope this makes sense. Definitely try it; the wine glass won't cost you anything, it just might be the diamond bits! Good luck!

Easier to drill a hole using a high speed drill and a diamond bit than to try to cut a round shape in glass.

I saw a demo several years ago, were a string was tied on the specific place on the bottle. Then heat was added with a tool. If I remember correctly the bottle was tapped and it came apart — very clean.
