Hello Laura! You can transplant raspberry bushes in the spring once the ground thaws and you can start working the soil. Here's some information.

late summer,early fall. bend the cane over and place tip of cane into soil , it will sprout. OR place baggy with soil on cane tip and tape it on until it grows roots,cut off with knife/scissors and it's ready to be planted.
Raspberries should be planted in spring when all danger of frost is past. Dig the hole deep enough to cover all the roots and then mulch around them if you live in a dry area. Raspberries are very hardy and will multiply and take over if they have enough water. They survive heartily much like a black berry bush. Be sure to put water in the hole before you set the plant in the soil. Also, they love lots of sunshine. We feed ours Miracle Gro for fruit or berry bushes from the home improvement store at least once a month in the summer. Wait until ten days to 2 weeks before you give your new transplants any food.
