Try neem oil. You might need to repot and change the soil in the plants
Check and see if they are in the soil, if they are, they are breeding in the soil it needs to be repotted with fresh soil. Clean the pots out with bleach water and give it a good rinse with vinegar to get rid of the fungal spores that are in the soil. They probably are fungal gnats. You can spray the plants with neem oil. You also will want to put out an attractant for them, like cider vinegar, that wine or beer you didn't finish and add a couple of drops of dishwashing liquid cover it with saran wrap and put a few holes small enough for them to get into and they won't come back out and drown. You can also purchase already made stuff at most stores in the area they have all the baits for bugs.
Sounds like soil gnats. Let the pots dry out between waterings and the problem should disappear. You can also use sticky pads, which are available at garden centers. They look like yellow post it notes on a stick. They are covered in a special glue. The yellow color attracts the gnats and they stick to the pads, then you just throw it away.
