How would we attach a pulley to a dolly?

We are installing dollies with a wooden platform on top to house plastic storage bins underneath our mobile home.How could we attach a pulley system so we can grab the bins easier once they are rolled underneath the house?

I don't know how to do what you're doing but make sure you have lids on those garbage bins so that you don't pull in a raccoon with your garbage.
How about an old fashion clothesline pulley system. Two pulleys. One at one side and one on the other side. Run the rope through the pulleys. Attach the rope to the wood platform. Pull the rope to roll the platform to you and pull the pull the rope to roll it away. Keep the pulleys low so you can attach to the platform. Hope this is easy to understand.
