Nicotine is oily. Use TSP, tri-sodium phosphate or Krud Kutter. A strong degreaser will also work.

First vacuum any dust that may be on the ceiling with a brush attachment. Then, wash with TSP. It is a powdered cleaner you dissolve in water. Next, prime with a stain sealing primer you can get at a hardware and paint store. After the primer dries the length of time it says on the can you can paint the ceiling with a good ceiling paint. Don't buy a cheap one. It will splatter all over and you'll end up putting on extra coats. Wear a hat to keep paint out of your hair. Good luck!

Clean the dirt around the cigarette location, then use paint to repaint them. Good luck!

I agree with each of these, definitely TSP to clean. Use Zinsser Primer.. it is the best to cover anything! and it drys extremely fast.
