Painting concrete is what you’re asking about or you want to know how to trace an image on concrete and then “paint by number”?
The first one requires dealing with concrete’s porosity and letting the paint soak in.
I would either dilute the paints or I would use concrete/masonry stain/dye from a big box DIY store. If it’s horizontal (patio, driveway) and not vertical (wall) then I’d use the stain.
The second one I would project the image on the surface with a slide projector or an overhead projector and trace out the design with chalk, in the dark.
Since concrete is going to be like water color paper, you won’t be able to easily cover up your mistakes.
You don’t want so much paint on the concrete that it looses its porosity and that will make the paint peel and flake off.
Therefore use a simple design.
Once you have cleaned and prepared your wall with whatever you choose as the background. You can project in the dark by printing your image on overhead projector sheet or draw your shape on a clear plastic. Cut a hole slightly smaller than your image sheet in the end of a cardboard box. Tape the image sheet over the opening. Then use your cell phones flashlight feature holding it inside the box. Changing the distance of the light. and or your box will change the size of your projected image. Prop the box and phone in the right position (easier with an assistant) and you can draw the outline on the wall with washable markers. That is a low cost way to project an image if you don’t have access to a projector or overhead. Good luck!

make sure to clean the wall, then an easy one is just shapes like triangles in different colors!
