They make a special paint just for this. There are special paints and application tools - ask the pros at your home improvement store for help picking them out!
Roughly sand the top. Get a good bonding primer(Sherwin-Williams has one) and paint the surface. Then use a paint made for painting ceramic or glass. Remember it takes 30 days for any paint to cure, so be careful of this surface until then. I used this method on the floor in my bathroom. It lasted until someone dragged a cabinet over the surface and I had to touch it up. Good luck.
