Yes, you can paint it. It will depend on the existing paint but general rules of painting apply.
Be sure to clean/prep it first, but it should be easy to paint.
Prime with Kilz then paint your color.
We use KIlz aroma free primer before we paint over ship lap. Otherwise follow regular painting procedures to paint over the primer.
You don't necessarily need to sand. You can use a deglosser or liquid sander to remove any gloss before priming. Washing with just TSP might be enough to reduce the gloss enough for the primer/paint to adhere properly.
