Hi Laura. I use a wall paper scorer first. This puts tiny holes in it so the solution can get through to the backing and glue. I use Diff wall paper remover. Work in small areas so the solution doesn't dry out. If you have a clothes steamer you can also use that, or rent one from a home improvement store. I have a clothes one and it really helped. I still did the solution but then held the steamer close to the wall paper, but not touching it. Good Luck!

Laura...I like the Zinsser products. They have a paper tiger that you roll over the paper and it cuts little hole ... they also have a spray that you then spray over the wallpaper and it penetrates the holes...wait a while then use the scraper to scrape the paper off. You will need to clean wall completely after paper is removed before you paint.

Buy a few gallons of the cheapest fabric softener & some sponges. lay old towels at the bottom of the wall & start at the top to SOAK the wall with sponges with a mix of 3 parts softener & 1 part hot water. Wait a few moments & use a paint scraper or old credit card to scrape away the paper starting at the edges 1st. Often the paper comes off in large pieces & you may have to keep squeezing the softener mix to the glued backing & scraping. Fabric softener breaks down the glue on the paper, so it should peel away easily. Scrape any stubborn spots carefully & then wash the wall twice with soapy water to get all fabric softener residue.
