    I agree, Neem oil used as directed and sprayed on the top and underside of leaves has worked real well for me. You can purchase it ready to use, or concentrate you mix yourself.

    spray the plant with a mixture of water and Dawn soap. Be sure to do the underside. The ratio is on line for water with Dawn. My Japanese Maple was loaded and one treatment and they were gone. I did lightly respray again.

    Alcohol in a spray bottle works as well.

    Previous generations lightly crumpled aluminum foil and pinned it into the ground near the plants, shiny side up.

    I use a drop of Dawn and fill a spray bottle with water. Shake it up and spray on and under leaves. Works great.
