Hello are you asking about a turf lawn area? It might be possible to do a core aeration to help break up the soil to improve its health, texture and consistency. Your lawn might appreciate it.

You can rent a water roller or buy one. After it rains and when ground i still wet, you fill it with water and pull behind a riding mower over your yard. It will flatten your yard.

Water soak them and see if there's Roots there. There might have been a tree there one time and the roots are still there or something. Adding soil to the area all around it and evening the ground or digging that area up is the only choice. For removing some of the dirt that is there and adding some loose dirt from the bag like you get at Walmart. when you put the fresh dirt in maybe it won't lump up so badly you can fill in what you've taken out and even It Off

Are you referring to the soil portion of your yard, or the lawn?

let the ground damp, get a hoe and shave the lumps down to level, scatter the shaved soil to other part of the yard. Could be mole mounds! They dig out dirt and leave mounds. If not taken care of immediately they will get hard and be a bump in the yard!
