If the urine smell is coming from your floor, spray the area with a mixture of hydrogen peroxide, white vinegar, baking soda, and dish soap. Then, let the mixture dry and vacuum up the leftover powdery residue. If you want to remove urine smell from clothes, machine wash them with detergent and baking soda.

After cleaning real well the whole outside of the toilet bowl right down to the floor and onto the floor, spray the whole area with full strength vinegar and let it dry. If you have a tile floor, make sure to really get it into the grout where urine can soak into the grout. Vinegar takes cat urine odor out of a carpet and pad, it should be able to get it out of your bathroom. If you can still smell it after doing this, see if you can isolate more where the odor is coming from and treat that area. Do the same until you are rid of the odor.

A heavy urine smell could be an indication that your toilet seal is not sealing the gap between your toilet drain and the pipe, allowing water to seep into the floor material. If surface cleaning the bathroom doesn't solve the problem, you should take up the toilet and replace the seal ring. This is especially important if you have added ceramic tile under your toilet. (Tile guys don't always consider you may need a bigger seal when you add a 1/2 in gap of tile between your toilet and pipes). You may need a rubber funnel type seal rather than a standard was seal. Both are fairly cheap and solve your problem. Of course if urine has soaked into the wood flooring, spray it with white vinegar before setting the toilet back in place. If you are unsure of how to remove the toilet and change the ring, call a local handyman rather than a plumber. It will save you a lot of money.

Odo Ban is a very good neutralizer for offensive odors, but if the urine smell is particularly strong and not related to plumbing issues, there may be an underlying health issue, needing immediate intervention.
