If you do not want cement, you could create one with level sand, then small gravel, and flat stones or cement steps staggered in the walk. You might want to line it on the sides with something like rubber mats made to contain garden areas, or the cement liners that come in various colors.

My local stoneyard has a clearance area with some less than perfect stones that is quite economical pricing compared to piece pricing for perfectly cut stones. Another place to get rocks is at a homesite sometimes the contractors and builders will allow you to remove some of the excess rocks while the foundation and construction is underway. Craigslist is another opportunity sometime sometimes to get a deal on hardscape materials. Hope this helps.
