You can make tiers. It will depend on the grade and length of the walkway on how to compute. An example would be make a flat 2-3' section, then a step up and another flat section, then repeat. You can frame the sections out with landscape timbers or 2x4s and pour concrete pads.

It sounds like you need to dig out some levels to place cinder blocks or flat logs for some steps. You could make it come from around the side and use the side of it sectioned off to contain some flower beds too. Hope this helps, Robin.
